When water is falling a few feet, or is spread out and low, I usually refer to it as breaking water. But some breaking water can be just as beautiful as falls, please take a look and decide for yourself. Sure, sometimes, it's a fine line how to classify shots and no, we really don't "need to" classify them. But we typically say the water needs to fall somewhat continuously for a few feet for falls.
